Ruská diplomacie navrhla zajistit pro velmoci právo na intervenci v případě ohrožení evropského míru a uspořádání a předložila návrh na uplatnění principů Svaté aliance v Itálii, tedy rakouská armáda měla pomoci obnovit absolutní vládu králi Obojí Sicílie.

An entry in an expert encyclopedia about international negotiation of the highest level. Metternich also launched the thesis about an international revolutionary conspiracy during these negotiations. Russian diplomacy suggested securing a right to intervene for the great powers in the case of the European peace and order being threatened. They submitted a proposal of applying principles of the Holy Alliance in Italy; the Austrian army was supposed to help restoring the absolute reign of the king of the Two Sicilies.
