Course objectives supported by learning outcomes
The main objective is to inform students about the development of the state administration and self-governance under prevailing conditions of economic and political transformation of the Czech society. A special attention is drawn mainly to relations between state administration, citizens and institutions of administrative proceedings. The student understands terms such as ‘state’, ‘legal state’, ‘public administration’, ‘state administration’ and ‘self-governance’. A meticulous attention is paid to territorial, regional and municipal administration; furthermore, administration of affairs in possession of the public, administration of public affairs and administration of public finance including issues of public administration reform.
Learning outcomes
Upon a successful completion of the course, students will have the knowledge and skills to:
- understands the basic conceptual apparatus of state and public administration,
- is familiar with the structure of public administration in the Czech Republic and understands the financing of state and public administration, including financial resources from the EU,
- knows the relations between individual levels of state administration in the Czech Republic,
- knows the activities of local government in the Czech Republic and the EU,
- knows the basic documents of key ministries.

  • 1. State and administration throughout the history; their competences in past and present.
  • 2. General terms; theories and approaches of public policy.
  • 3. Principles, importance and nature of performing state administration; Modernization of central state administration; E-government.
  • 4. Reforming territorial public administration and its live issues.
  • 5. Institutional requirements for the regional development of CZ; Organizing public administration, relations of central, regional and local administration.
  • 6. Territorial self-government and its role in the public administration; Applying principles of New Public Management.
  • 7. Municipality as a basic unit of territorial self-government, municipality status, competences and authorities.
  • 8. Territorial administration division of CZ; regions as units of territorial self-government; competence, position, authorities and organizational structure of the region.
  • 9. Public finance, public inspection, public services.
  • 10. European contemporary public administration and European administration area; comparison of the public administration in Europe (standard systems) with the public administration in CZ.
  • 11. Main offices of the European Union and their role in implementing so called European policies; International and multinational cooperation of CZ in regard to public administration.

To successfully complete the course, it is necessary to achieve at least 70% in total from both ongoing and final assessments under the conditions specified below. In the ongoing assessment, a maximum of 30 points can be obtained, i.e., 30%. In the final assessment, a maximum of 70 points can be obtained, i.e., 70%.
The overall course grade, i.e., points from the final assessment (70 – 0) + points from the ongoing assessment (30 – 0): A 100 – 90, B 89.99 – 84, C 83.99 – 77, D 76.99 – 73, E 72.99 – 70, FX 69.99 – 30, F 29.99 – 0.

A full-time student is required to attend at least 70% of contact teaching, i.e., everything except lectures. If this attendance requirement is not met, the student will automatically be graded “-”.

The course is taught annually.
Teacher's information
The student is obliged to consult his/her thesis with his/her lecturer during the semester (student of combined form) and with his/her seminar lecturer (student of full-time form) and to continuously demonstrate the processing of individual passages of the thesis during the semester. Attendance in all forms of study is regulated by a separate internal standard of the VŠTE (Record of Student Attendance at the VŠTE). For full-time students, 70% attendance is compulsory in seminars and tutorials. The evaluation of students with an Individual Study Plan (ISP) will consist of an interim evaluation (preparation and submission of an essay - max. 30 points) and a final evaluation (final test - max. 70 points). Students with an ISP are required to contact the instructor to whom they are assigned to Seminar Group "S" immediately after their Individual Study Plan has been approved. If the student fails to do so within two weeks of approval, his/her ISP will not be taken into account.
