Course objectives supported by learning outcomes
The main objective is to inform students about the development of the state administration and self-governance under prevailing conditions of economic and political transformation of the Czech society. A special attention is drawn mainly to relations between state administration, citizens and institutions of administrative proceedings. The student understands terms such as ‘state’, ‘legal state’, ‘public administration’, ‘state administration’ and ‘self-governance’. A meticulous attention is paid to territorial, regional and municipal administration; furthermore, administration of affairs in possession of the public, administration of public affairs and administration of public finance including issues of public administration reform.
Learning outcomes
Upon a successful completion of the course, students will have the knowledge and skills to:
- understands the basic conceptual apparatus of state and public administration,
- is familiar with the structure of public administration in the Czech Republic and understands the financing of state and public administration, including financial resources from the EU,
- knows the relations between individual levels of state administration in the Czech Republic,
- knows the activities of local government in the Czech Republic and the EU,
- knows the basic documents of key ministries.
Syllabus
  • Lectures:
  • 1. State and administration throughout the history; their competences in past and present.
  • 2. General terms; theories and approaches of public policy.
  • 3. Principles, importance and nature of performing state administration; Modernization of central state administration; E-government.
  • 4. Reforming territorial public administration and its live issues.
  • 5. Institutional requirements for the regional development of CZ; Organizing public administration, relations of central, regional and local administration.
  • 6. Territorial self-government and its role in the public administration; Applying principles of New Public Management.
  • 7. Municipality as a basic unit of territorial self-government, municipality status, competences and authorities.
  • 8. Territorial administration division of CZ; regions as units of territorial self-government; competence, position, authorities and organizational structure of the region.
  • 9. Public finance, public inspection, public services.
  • 10. European contemporary public administration and European administration area; comparison of the public administration in Europe (standard systems) with the public administration in CZ.
  • 11. Main offices of the European Union and their role in implementing so called European policies; International and multinational cooperation of CZ in regard to public administration.
  • 12. Public administration and civil society; ethics in the area of public administration.
  • 13. Multi-level governance (MG); content and forms; conditions of MG in CZ.
  • Tutorial
  • 1. Choosing effective tools for supporting particular public services; suggesting appropriate measures within a particular municipality (municipal reporter, internet websites, message board, radio, information via SMS etc.)
  • 2. Comparing selected programme documents (Strategy of regional development in CZ (2014-2020); Strategic framework of the development of public administration in CZ in 2014-2020) in regard to the unity of global and strategic goals; exploring the interconnection of selected programme documents.
  • 3. Simple examples of investigating public administration. Analysing selected tools for investigating the public (participation in municipal council, obligation of publishing information, possibility of raising a petition, proposing local referendum, administrative time limits, the way of dealing with complaints etc.)
  • 4. Analysing tools of ethics; defining their potential and limits; comparing individual ethical codes using the example of European Ethical Code or Model Code of Conduct of Public Officers and specifying their target group.
  • 5. Analysing two basic models of public administration; career system and positioning system.
  • 6. Describing individual types of municipalities taking a particular municipality as an example and defining its characteristics and their reflection in the municipality structure and personnel.
  • 7. Analysing individual legal forms of organizations set up by a municipality to take up their posts. Individual organizations and tools used for mutual cooperation in the area of independent competences are specified by examples of particular municipalities; analysing requirements of a commonly obligatory regulation in the municipality.
  • 8. Analysing relations between municipality self-government and regional self-government. An analysis of legal forms of organizations established by the region may be carried out in a selected region.
  • 9. Analysing regional authorities; i.e. which authorities are optional; the example of individual regions shows a complex organizational structure of the region; analysing information from the record of talks of regional municipalities.
  • 10. Comparing regional financing with municipality financing; analysing incomes and expenditures from a budget of the selected region.
  • 11. Exploring competencies within cohesion regions; analysing relations and relationships between cohesion regions and a region. Analysing information which may be found on the website of cohesion regions; analysing areas of supports which are dealt with by cohesion regions.
  • 12. Analysing selected benchmark studies published by international institutions; specifying the role of international organizations in the global governance.
  • 13. Exploring trends of E-eGovernment in CZ and the EU; current goals and barriers; analysing individual key projects of eGovernment: Czech POINT, data boxes, central registers etc.

To successfully complete the course, it is necessary to achieve a total of 70% of the interim and final evaluation under the conditions set out below. 30 points, ie 30%, can be obtained in the continuous evaluation. A total of 70 points, ie 70%, can be obtained in the final evaluation.

Overall classification of the course, ie points for the final evaluation (70 - 0) + points from the continuous evaluation (30 - 0): A 100 - 90, B 89,99 - 84, C 83,99 - 77, D 76,99 - 73, E 72.99 - 70, FX 69.99 - 30, F 29.99 - 0.

The full-time student is obliged to meet the mandatory 70% attendance at contact classes, ie everything except lectures. If the participation is not met, the student will be automatically classified "-".
