V řízeních a jednáních dle stavebního zákona dochází někdy k zásahům představitelů radnic do výhradních pravomocí stavebních úřadů. Většinou jsou tyto zásahy "neškodné" a nemají nezákonný charakter. V některých případech však může jít o velmi "tvrdý" zásah představitelů obce do činnosti stavebního úřadu. Při těchto zásazích nemusí jít pouze o osobní prospěch daného představitele obce, ale o zvýhodnění takové obce proti jiným subjektům. Nedokonalost našeho právního systému těmto praktikám často nahrává. Záleží pak jen na mravních hodnotách zástupců obcí a také na odvaze pracovníků stavebních úřadů ne-podlehnout takovému tlaku. Jednou z možností, jak tyto zásahy omezit, je přerušení personál-ních a mzdových vazeb mezi pracovníky vykonávající státní správu a danou obcí.

Sometimes the town hall representatives intervene into the exclusive competence of building offices in various proceedings and negotiations according to the Building Act. Usually these interventions are harmless and do not have an illegal character. Nevertheless, in some cases it might be a very hard interference by municipal representatives with the work of the building office. These interferences are not only the matter of the personal benefit of the municipal leaders but they are also about gaining the advantage over other subjects. The imperfection of our legal system often plays into the hands of people who are not afraid to use these practices. Then it depends only on the moral values of municipal representatives and on the courage of the employees of building offices to be able to keep up this pressure. One way how to reduce these interventions is the severance of personnel and labour relations between workers performing state administration and the municipalities.
