Abstract
Cílem odborné knihy je seznámit čtenáře se základní technologií realizace nočních dopravních systémů. Čtenář se seznámí nejen s domácími systémy noční dopravy, ale též i vybranými zahraničními provozy. Úvodní část je věnována technologii městské i příměstské dopravy s důrazem na noční dopravu. Na praktických příkladech je vysvětlena základní provozní technologie veřejné dopravy v nočním provozu (22,30 až 03.30 h). V další části jsou vymezeny základní pojmy a dělení dopravy, způsoby vedení nočních linek, preference dopravy a vztah dopravy a města. Současný celosvětový hospodářský rozvoj je charakterizován především globalizací ekonomiky, což klade významné požadavky na dopravu. Doprava je jedním z klíčových faktorů podpory moderní ekonomiky. Zájem o dopravu neklesá, ale neustále se rozšiřuje. Není však vždy možné realizovat nové dopravní systémy. Účinné je optimalizovat a organizovat stávající dopravní systémy, tak aby splňovaly požadavky udržitelného rozvoje a vzrůstající poptávky po přepravě. Z tohoto důvodu je nutné v dostatečné míře věnovat pozornost řízení dopravních podniků a pochopení zákazníků. Nejde jen o zhospodárnění přepravního a dopravního procesu, ale i finančních procesů, které podnikání v dopravě přináší. V dopravních podnicích tedy půjde o stanovení rozsahu přepravy. Z těchto poznatků se odvodí potřebné prostředky k uspokojování předpokládaných přepravních služeb. Proto je nezbytné určitým způsobem organizovat přepravní proces, zajistit soulad kapacity podniku dopravy s měnícími se požadavky trhu a podle vývoje konkurence 8 odhadnout náklady a tržby podniku. Problematika noční dopravy je výhradně v rukou objednatelů, kterými jsou v prostředí městské dopravy ve většině případů zřizovatelé dopravních podniků, kterými jsou města sama. V případě neexistence městského dopravního podniku pak město uhradí prokazatelnou ztrátu dopravci, s kterým má uzavřenou smlouvu na zajištění dopravní obslužnosti. Dle nového zákona o veřejné dopravě je nutné si uvědomit, že definice dopravní obslužnosti již není „jen“ dopravou do škol, zaměstnání k lékaři poskytující základní péči, ale i za kulturními zájmy občana. A zde v této oblasti je nutné počítat se změnou dopravního chování cestujících. Změnou životního cyklu došlo i ke změně požadavků na preferenci dopravy. Vzrůstá zájem o poskytnutí dopravy i mimo „běžné“ časy zejména v noci. Velkou změnou dopravního chování prošly zejména města s vysokým množstvím obyvatel, ale s růstem ekonomiky lze pozorovat zájem o provoz v nočních hodinách i v menších městech. Velkým vorem realizace noční dopravy je Německo. S ohledem na tuto skutečnost jsou zařazeny příklady z fungování některých vybraných německých, švýcarských dopravních systémů.
Abstract (in English)
The goal of the specialist book is to introduce the basic technology of the night-time transport system implementation to the readers. A reader will learn about not only the domestic systems of night transportation but also the selected operations abroad. The introductory part focuses on the technology of urban and suburban traffic with an emphasis on the night transportation. The basic operational technology of the public transportation at night (between 10.30 p.m. and 03.30 a.m.) is explained using practical examples. The next part defines the basic terms and transport division, methods of night line routing, preferences of the transport and the relation between the town/city and the transport. significant requirements on the transport. The transport is one of key factors in supporting the modern economy. The interest in the transport is not declining – it continuously increases. New transport systems, however, are not always possible to implement. It is efficient to optimize and organize the existing transport systems to meet the requirements of the sustainable development and an increasing demand for the transportation. Hence, the attention needs to be sufficiently paid to the management of transport companies and to understanding of the needs of customers. It is not only about making the transport process more economic but also about rationalising of financial processes which the business in transport entails. In transport companies, it is about determining the extent of transportation. This knowledge will help derive the necessary means for satisfying the expected transport services. It is, therefore, necessary to organize the transportation process in a certain way, to ensure the compliance of the transport company´s capacity with the changing market requirements and to estimate the costs and revenues of the company in accordance with the development of competitors. The issue of the night transport is exclusively in hands of the clients, in the urban traffic being mostly the organizers of transport companies, i.e. the municipal offices. In case of an absence of the municipal transport company, it is the municipal office which pays the provable loss to the carrier it made the contract for providing basic transport services with. It is necessary to realize that the basic transport services are, under the new act on public transportation, no longer defined as "only" the transport to school, to work, to healthcare facilities providing the basic healthcare, but also as the transport for satisfying the cultural interests of citizens. And here in this area, it is necessary to reckon with the change in travel behaviour of passengers. The change in the life cycle resulted in the changing requirements for the transport preference. The passengers are more interested in being provided with the transport services outside "common" times, especially at night. Especially the highly populated towns have recently undergone major changes in travel behaviour of their passengers. As the economy grows, we can observe increasing interest in the overnight operation in smaller towns, too. As Germany serves as a major example for the implementation of the night-time transport, the author included the examples of functioning of some selected German and Swiss transport systems.
