Abstract
Diese kollektive Fachmonografie entstand im Rahmen des internationalen tschechisch-deutschen Projekts Unternehmerische Kompetenzen auf dem tschechisch-bayerischen Arbeitsmarkt und ist das Ergebnis der gemeinsamen Arbeit der Expertenteams an der Technischen und wirtschaftlichen Hochschule in České Budějovice und OTH Regensburg. Wie bereits der Titel der Monografie andeutet, primäres Ziel dieser Monografie ist das Vorhandensein unternehmerischer Kompetenzen in ausgewählten Programmen zweier Hochschulen in Ostbayern und Südböhmen (OTH Regensburg und VŠTE Budweis) zu analysieren und zu vergleichen und festzustellen in welchem Maße Studenten an beiden Hochschulen über diese Kompetenzen verfügen. Die Autoren der Publikation sind sich dessen bewusst, dass gerade das beruflich orientierte Hochschulwesen als Vorbild dienen sollte bei der Vermittlung entsprechender Schlüsselkompetenzen, die für eine erfolgreiche berufliche Laufbahn auf dem sich dynamisch verändernden sowohl globalen als auch europäischen und regionalen Arbeitsmarkt nötig sind. Zu diesen Kompetenzen gehören unbestritten auch unternehmerische Kompetenzen, die nach Meinung der Autoren dieser Publikation nicht nur allein für die unternehmerische Tätigkeit bedeutend sind, sondern auch für das Engagement in der Rolle des Angestellten (Interpreneurs) im betrieblichen und öffentlichen Bereich. Die umfangreiche kollektive Monografie besteht aus drei Kapiteln. Das erste Kapitel widmet sich dem beruflichen Hochschulwesen, das einen wichtigen Bereich im Rahmen des gesamten Hochschulwesens bildet. Die Autoren dieser Fachpublikation betrachteten es als wichtig in der Einleitung eine Übersicht über die Entstehung des beruflich orientierten Hochschulwesens zu entwerfen, und zwar zuerst allgemein und anschließend widmeten sie sich seiner Entwicklung in der Bundesrepublik Deutschland /Bayern und in der Tschechischen Republik. Beide verglichenen Hochschulen und ihre Entwicklung wurden somit in einem breiteren historisch-ökonomischen und gesellschaftlichen Umfeld dargestellt. Das zweite Kapitel widmet sich den unternehmerischen Kompetenzen, und das sowohl aus dem theoretischen Gesichtspunkt nach dem heutigen Stand des Wissens als auch aus dem Gesichtspunkt ihrer praktischer Vermittlung, d. h. ihrer Implementierung und Applikation im Rahmen der Lehre in konkreten Studienprogrammen und Fächern an beiden verglichenen Hochschulen. Das dritte Kapitel bildet eine Fallstudie. In diesem Kapitel wird zunächst detailliert auf das Wirken beider bereits genannter Hochschulen eingegangen, es folgen zwei empirische Fragebogenforschungen, die unter den Studenten beider Institutionen durchgeführt wurden. Das Ziel des ersten Fragebogens ist die Zufriedenheit der Studierenden unter Berücksichtigung verschiedener Aspekte des Studiums einschließlich der technischen Infrastruktur zu messen und miteinander zu vergleichen, v. a. in Bezug auf die Spezialisierung und Praxisnähe des Studiums an den praxisorientierten Hochschulen. Das Ziel der zweiten Untersuchung ist zunächst, zu bemessen, welche Rolle unternehmerische Kompetenz im Studienalltag an den Partnerhochschulen einnimmt, ob die Bestrebungen der Studierenden eher dem Entre- oder Intrapreneurship zuzuordnen sind und wie Letztere selbst ihre unternehmerischen Kompetenzen unter Berücksichtigung des entsprechenden akademischen Umfeldes an beiden Kooperationshochschulen (OTH Regensburg, VŠTE Budweis) einschätzen. Das letzte Kapitel fasst die erreichten Ergebnisse zusammen und wertet den Beitrag der Fachpublikation aus.

Předkládaná monografie se jednak pokouší poskytnout přehled o vývoji neuniverzitních vysokých škol v Německu a v České republice a jednak se snaží popsat stávající rozdíly i společné rysy. Po úvodním přehledu odborných i legislativních změn jakož i kvantitativního a kvalitativního rozvoje neuniverzitních vysokých škol se v dalším kroku věnuje podrobněji oběma projektovým partnerům (OTH Regensburg a VŠTE České Budějovice. Provedená analýza odhalila značné rozdíly v oblasti legislativních i finančních rámcových podmínek a též v některých aspektech týkajících se samotného studia. Tento nesoulad zdůrazňuje nutnost a potřebu další intenzivnější spolupráce s ohledem na zaměstnatelnost a uplatnitelnost absolventů na otevřeném evropském trhu práce, zejména pak v příhraničních regionech. Cílem projektu „Podnikatelské kompetence na česko-bavorském trhu práce je příprava společné koncepce vzdělávání v rámci podpory podnikatelského myšlení a jednání, internacionalizace obsahů vzdělávání a posílení přeshraniční zaměstnatelnosti a uplatnitelnosti absolventů. V předkládané práci jsou podrobně zdokumentovány výsledky první fáze projektu. Po stanovení pro obě partnerské vysoké školy společné a pro celý projekt zásadní definice podnikatelských kompetencí, jakož i specifikace jejich nejdůležitějších součástí, které lze v akademickém kontextu optimálně podporovat a rozvíjet, byly analyzovány populární teorie popř. modely týkající se vzniku podnikatelského záměru. Na základě poznatků současných výzkumných studií byla vyhotovena dvě online-dotazníková šetření a následně i na obou partnerských vysokých školách realizována. Cílem prvního výzkumu bylo zjistit míru spokojenosti studentů s podmínkami studia dané vysoké školy. Naproti tomu druhé dotazníkové šetření cílilo na průzkum podnikatelských záměrů studentů a různé aspekty podnikatelského myšlení a jednání. Výsledky ukazují, že existuje pouze relativně málo studijních oborů, v rámci nichž se lze specializovat na podnikání. Většina studentů nadto neuvažuje o zahájení podnikání či o převzetí podniku. Též po pěti letech od ukončení studia uvažuje pouze zhruba každý čtvrtý z dotazovaných studentů OTH Regensburg o založení vlastního podniku či o převzetí již existující firmy. U studentů VŠTE České Budějovice je tento podíl podstatně vyšší. Zhruba polovina dotázaných obou partnerských vysokých škol ještě nikdy vážně neuvažovala o možnosti založení podniku. Tyto výsledky nasvědčují tomu, že většina studentů spatřuje ve studiu spíše možnost zlepšení šancí na jisté pracovní místo s pravidelným příjmem. Možnost, na základě v průběhu studia získaných odborných znalostí a vědomostí vyvíjet vlastní, inovativní myšlenky, nést riziko a založit si vlastní podnik se zdá být atraktivní jen pro malý počet studentů. Toto může být způsobeno mj. nedostatkem informací či malým zájmem studentů. Proto patří k nejdůležitějším úkolům vysoké školy informovat studenty o problematice podnikání, posilovat význam tohoto tématu ve výuce a dále podporovat zájem o danou oblast.Srovnání studentů ekonomiky podniku na obou vysokých školách ukazuje, že se respondenti ve svém hodnocení akademického prostředí s ohledem na podporu a rozvoj podnikatelských kompetencí, znalostí a vědomostí o založení podniku a vlastního zájmu o podnikání v podstatě shodují. V dalším průběhu projektu budou s ohledem na zprostředkování podnikatelských kompetencí stávající výukové procesy optimalizovány. ...
Abstract (in English)
The introductory part of the collective monograph provides a general overview of the development of universities of applied sciences in particular in Germany and in the Czech Republic. The authors identify both the differences and the common characteristics of this sector in both countries from the points of view of legislation, specialization and pedagogical-didactics. The quantitative and qualitative aspects of the development of the universities of applied sciences is documented on the basis of evidence from two institutions, OTH Regensburg and VŠTE České Budějovice. A comparative analysis performed in the form of a case study showed significant differences in the fields of legislation, finance and further framework conditions. Further differences were shown to exist in relation to the study programmes, including the extent to which entrepreneurial competences are represented in the study subjects. This discrepancy accentuates the necessity and the need for more intensive cooperation with regard to the employment and applicability of graduates on the open European labour market, in particular in border regions. One of the goals of the monograph was, in compliance with the project “Entrepreneurial Competences on the Czech-Bavarian Labour Market”, to provide relevant information for the preparation of a common educational concept which supports entrepreneurial thinking and behaviour, the internationalization of educational content, and the strengthening of cross-border employment and the applicability of graduates. Hence, the monograph documents the research teams’ results of their work in detail. On the basis of an analysis of the most accepted theories/models that support entrepreneurial thinking, a definition of “entrepreneurial competences” was formulated that is relevant to both partner schools and essential for the whole project. This included the specification of the most important components of entrepreneurial competences, which can be optimally supported and developed within the academic environment. On the basis of current empirical findings from similar studies, two online questionnaire surveys were prepared and conducted among the students of both institutions. The aim of the first questionnaire survey was to examine the level of student satisfaction with key aspects of their studies in a professionally-oriented school. The second questionnaire survey focused directly on the students’ intentions to run a business and on further aspects of their entrepreneurial thinking and behaviour. The research results showed that the majority of students have no intention to start a business or taking over a company. Approximately one in four of the respondents at OTH Regensburg showed an interest in starting a business or taking over an existing company within four years of the end of their studies. This proportion was substantially higher among students at VŠTE České Budějovice. Particularly interesting was the fact that approximately half of the students at both partner schools had never thought of the possibility of starting their own business. This result suggests that the majority of students mainly perceive their studies as an opportunity to improve their chances of finding a stable position as an employee with a regular income. The opportunity to establish a company, to develop innovative thinking, and to take risks on the basis of the professional knowledge acquired during their studies appears to be attractive to only a small number of students. The fundamental causes of this lack of interest may lie in insufficient information or the desire to avoid the problems associated with running a business. Consequently, the most important tasks of a tertiary school are to strengthen the presence of this topic in the curriculum, to support interest in this sphere, but also to inform students about the problems involved in running a business. ...
