Abstract
Česká sídelní struktura a stejně tak struktura veřejné správy na municipální úrovni je extrémně rozdrobená. Příčiny tohoto rozčlenění můžeme nalézt v historickém utváření struktury měst a obcí a také na ně měly vliv vnější faktory, zejména fyzicko-geografické podmínky a kvalita zemědělské půdy. Z evropských zemí je Česká republika prvním z hlediska podílu obcí s méně než 1000 obyvateli. Naopak, v 16 zemích nejsou v Evropě žádné obce s méně než 1 000 obyvateli. Přestože je podíl těchto obcí na celkové populaci (a tvorbě HDP) malý, je obzvláště významný z hlediska rozsahu spravovaného území. V řadě případů se jedná o oblasti, kde se nachází značná část přírodního potenciálu státu (např. nerostné bohatství), což na druhé straně vyžaduje dobré řízení tohoto potenciálu. Mikroregion nebo dobrovolné sdružení obcí je sdružení několika obcí za účelem spolupráce, ochrany a podpory jejich společných zájmů. Typickým rysem takového svazku je jeho vlastní iniciativa. V Jihočeském kraji žije 638 451 obyvatel v 623 obcích. Cílem tohoto článku je analyzovat tyto obce a jejich členství v mikroreginech. Částečným cílem je zhodnotit čerpání dotací z Evropské unie v období 2007-2015 těmito mikroregiony a vyhodnotit význam mikroregionů při rozvoji venkova.
Abstract (in English)
The Czech settlement structure as well as the structure of public administration at the urban level is extremely fragmented. The causes of this breakdown can be found in the historic shaping the structure of cities and municipalities, and also they are influenced by external factors, particularly physical, geographical conditions and the quality of agricultural land. Of the European countries, the Czech Republic is the first in terms of the share of municipalities with less than 1000 inhabitants. On the contrary, in 16 countries there are no municipalities with fewer than 1000 inhabitants in Europe. Although the share of these municipalities in the total population (and GDP generation) is small, it is particularly significant on the size of the territory administered. In a number of cases, these are areas where a significant part of the natural potential of the state (eg. mineral wealth) is located, which, on the other hand, requires a good management of this potential. The microregion, or a voluntary association of municipalities, is an association of several municipalities in order to cooperate, protect and promote their common interests. A typical feature of such a bundle is its own initiative. In the South Bohemian Region, 638,451 inhabitants live in 623 municipalities. The aim of the article is to analyze these municipalities and their membership in voluntary associations of municipalities. The partial aim is to assess drawing subsidies from the European Union in the period 2007-2015 by these voluntary associations of municipalities. It assesses the importance of microregions to rural development.
