An entry in an expert encyclopedia about a protocol from the talks on November 19 1820 signed by the Austrian Emperor, the Russian Tsar, and the Prussian Successor. The protocol established a rule, which stated that if uprising in a country endanger peace in its neighboring countries, the changes introduced unlawfully will not be recognized and the great powers will be allowed to forcefully restore order in the country.
