Zdravý vývoj ekonomiky by vedle značného tempa hospodářského růstu měl současně znamenat i nízkou nebo alespoň přijatelnou míru nezaměstnanosti. V souvislosti s transformací české ekonomiky a s postupem strukturálních změn začínají vznikat tzv. "kapsy" strukturální nezaměstnanosti, v menších městech zpravidla závislých na jednom větším podniku. Značným problémem je rekvalifikace starších pracovníků, jejichž kvalifikace zastarala a přizpůsobivost je malá a perspektivy jejich využití omezené.

Structural changes influence directly the rate of unemployment development and the labour market of a particular region. The incidendes of this unemployment are immense, and result in other economic and social consequences including the decrease of living standard of unemployed people and their family members. The incidences also mean sources wasting, they influence negatively human capital, motivation of individuals, their emotions and so they intersperse all the spheres of a particular region.
