According to the competitiveness evaluation, the author of the text presents the problems of individual institutions in the field of science and research for the Czech Republic. Science and research from the state budget and EU Structural Funds follow the major share of funds. The pre-established methods and criteria are the main indicators for the efficient allocation of resources and the quality division of finances. According to the individual criteria, there are candidates who can survive in a competitive environment and subsequently can appear in the allocation of financial resources. To illustrate this fact, the method that is used in the text is compared with the importance of the preferential order and method of gradual schedule weights. The Subsequently used method of linear partial utility function is presented for the unification of the criteria values of the previous methods. The methods are used for the targeted support to individual projects, in particular for the assessment of individual competitors appearing in the allocation of grants. The conclusions from the analysis are good guides to the state apparatus that has the task of the division of funding for science and research.
