Course objectives supported by learning outcomes
Student is able to acquire basic ideas about the role of law in market economy. At the same time they will acquire knowledge of general legal institutes and basic overview in the areas of state, civil, commercial, labor and transport law. Graduates of the course can define and explain the role of traffic law in market economy and society. The student is well versed in the field of law related to the performance of state administration and self-government in the field of setting conditions for construction and use of infrastructure of roads. They are able to orientate themselves in road conditions, both in the field of technical and legal requirements for vehicles.
Learning outcomes
A graduate of the subject understands the role of traffic law in entrepreneurship practice and in other non-business practice, is able to independently and responsibly decide on legal issues of transport practice, analyzes individual legal problems in their contexts, to solve the problem includes reflection on the overall functioning of the legal system as well as ethical dimensions, comprehensively and convincingly informs experts and laymen with professional information about the nature of the case and its own opinion, uses expertise in the field of traffic law in order to extend its further skills in business and other practice.
Syllabus
  • 1. State administration and self-government in transport and its legal framework. State administration bodies in the field of transport and their structure and competencies. Execution of independent and delegated competence in transport. 2. Legal regime of road use and their protection. Building proceedings in the matter of roads, including environmental legislation. Planning of investment construction and maintenance of the existing transport network. Administrative proceedings relating to infrastructure. State professional supervision. 3. Legal regulation of the conditions of operation of vehicles on the road. Method and scope of inspection of technical condition of vehicles. Execution of state administration and state supervision in the field of road traffic conditions. 4. Legal framework of road traffic rules. Rights and obligations of road users. Control and adjustment of traffic on roads. Administrative proceedings relating to traffic offenses and their judicial review. Traffic Safety. 5. Securing the public service obligation. Ensuring basic and other transport services in the field of road and rail transport. 6. Organization of railway transport. The operator of the transport route and its operation on the market for the transport of persons and goods. Railway timetable. Construction and technical order of railways. 7. Water transport, its types and legislation in the Czech Republic. Navigable waterways. International law in the field of maritime and river navigation. 8. Civil air transport and its national and international regulation. Legal conditions for the operation of air transport and construction of its technical infrastructure. 9. International air traffic control system. Protection of civil aviation against acts of unlawful interference in an international context. 10. Integrated transport system. Integrated transport organization plan. 11. Transport law in logistics, commercial transport law I. 12. Commercial transport law II., Contracts in the transport of goods and persons. 13. International conventions and agreements in transport, documents of European and national transport policy.

Exam conditions
For successful completion of the course it is necessary to achieve at least 70 % of the course and final test. In the final test, students can get up to 100 points, i.e. 100 %. Grading for the course, i.e. points for the final test (100 - 0): A 100 – 90, B 89.99 – 84, C 83.99 – 77, D 76.99 – 73, E 72.99 – 70, FX 69.99 – 30, F 29.99 – 0.

Teacher's information

Attendance in lessons is defined in a separate internal standard of ITB (Evidence of attendance of students at ITB). It is compulsory, except of the lectures, for full-time students to attend 70 % lesson of the subjet in a semester. Students with an individual study plan will only take a final written essay in the examination period from the subject Traffic Law. However, students are obliged to contact the teacher immediately after the approval of the individual study plan (ISP), if the student does not do so, his ISP will not be taken into account.
